Sorry, I wasn't clear enough. The map movement remains similar. The cards reflect command and control problems. Instead of being able to move everything each turn the player gets to choose a limited number of actions some of which involve moving a stack of units. It's a popular mechanism because it is simple and fast playing while allowing considerable complexity from the interaction of particular cards.
