The Grazelands have an Oasis Folk economy all over with the acceptance of the Vendref. That's what led a significant group of Grazers to join the Pol Joni instead.

Comparing the Grazers with the Char-un, there is only one resume: They have grown soft and weak.

Without the Feathered Horse Queen (and presumably Sartar), the Grazer way may have withered away. With the adaptations, they withstood the Orlanthi population pressure, learned to take tribute from the traders and hold their own as independents by allying to one of the neighboring powers against the others. Without those alliances, they'd be gone.
