So, Sartarites would not likely act as a whole kingdom, but will act clan by clan or tribe by tribe. And each group of Lunars and their sympathizers own behaviour, achievement and power also count, just in case of Wulfsland and the like.
But without some good reason, especially player characters' actions Lunars religious/social influence will be removed in most areas, violently or not-so-violently.
So I understand now.
