Sure, but all his magic and most of his time are taken up in being Barntar. He may or may not be part of the clan fyrd, because he can learn no combat magic and has limited time to practice, so someone else needs to defend him. He knows little or nothing about bargaining to get a good deal for his grain, or about the customs and laws to make sure he gets goods lands.

Being a devotee is a bit like the stereotype of studying for a PhD (and staying on to do post-doctoral work afterwards)--in some fields it may in fact pay quite well, but being that focussed may tend to make you a bit impractical in daily life.
