An additional gloss on Roderick's comment: the correct terms would be city-living vs. rural-living. A tula, properly speaking, is the home area claimed exclusively by members of a community. A city has its own tula within its recognized precincts as much as a bunch of highland steads do.
Also keep in mind that, unlike a village, a city is its own "thing" with its own guardians, courts, and so on (even if most of its members also belong to a tribe or clan). Sartar has only five cities: Boldhome, Jonstown, Wilmskirk, Swenstown and Duck Point. Alda-Chur is also a city (whether or not Far Place is properly thought of as part of Sartar is always an open question). All the other settlements are best thought of as a village.
