On the bus so I'm not cracking the books, but this is a historical event, and so I read it a an action of the priestesses of Dendara, not Dendara herself. Sounds like they are importing foreigners in some fashion (Orlanthi mercenaries?) because of social repression from the Yelmic nobility.
