Dragons can't be chaotic, that would be impossible. However, chaos can sometimes do the impossible, and doing the impossible can let chaos into the universe.

I think that dragonewts can fall from the path pretty easily and become entangled in the world and tainted with chaos just like anyone else. It's a sign of failure though.
