- Some queen will have hired sorcerors from who knows where, because of what they have promised they could do. Note that there is at least one queen who favours the lunars, so if it works in your story this could include lunar schools (and these latter might be the most inclined to seek out local converts)
- Someone will have found a way to worship the earth pantheon in the western style. (or their family has done this ever since the dawn)
- (keeping a low profile) there will be at least one group of 'evil' sorcerous types, sacrificing victims to demons in return for knowledge best left alone. This is a game world, so you KNOW they have to be there, somewhere :)
- Nochet has probably received ships from pretty much every sea faring culture at least once. Some of those ships may have left people behind for whatever reason, and while they may have settled into the port population, some may have managed to convert a small congregation to their ways (mind you, the sort who might join a ship but then leave/be expelled at some foreign port may not have the strict interpretation of their home religion, either)
- Under Belintar there was some interesting scholarly investigation of magic. Nothing like the god learners, but old, obscure, cults could have been revived or re-invigorated.
In short, I'd say you could justify pretty much anything that interested you or your players, in small doses.
