which version of the rules are you using? if it's HW or HQ1, then carry on with that article.
If it's HQ2 then everything you need is in Sartar: Kingdom of Heroes. It contains the most recent information on the Orlanthi and Vinga.
Vingans can use the Vanganth Breath if they have the air rune. p122 Or if Devotees the Vanganth feat
