I think this is the sort of level that Hero Wars is aimed at, with the "default level" PCs being the people the local clan looks to in order to solve problems. In KoDP Terms, they may be at the level of the Young Nobles, or one of the small bands of Weaponthanes you send out to explore your Tula... The system should "scale up" (or down) more easily than RQ or Pendragon, however, so it can also cope with the party of "young 15-16 year olds" and the "actual Heroes" if either of those match your preferred styles.

If you decide not to adopt the Hero Wars rules, then (fairly obviously) it will only be useful as a Gloranthan resource (or something to throw at unruly players...) since the rules are not based on the BRP/RQ or Pendragon model, so you will not be able to pick and mix rules.

Many moons ago, when Greg first started talking about resurrecting the HeroQuest game he suggested that it would be semi-compatible. You would be able to take your RQ Characters into HQ, but you might not be able to bring them back. I think that will still be the case with Hero Wars. The conversion process might not end up with mechanically identical characters, but they should be recognisably "the same". Going the other way might be trickier...

The answer here is probably "Yes".
Yes the magic will be recognisable, and Yes, you will, to a certain extent have to wing it, since HeroWars magic is not (Mechanically) the same as RQ Magic, although it is describing the same sort of effects. - --
