I think Black Sun might do it occasionally, possibly done to dread spirits in Prax (and elsewhere), the Basmoli appear to kill lots of people in their rites, certain dark cults in Carmania probably still do it in secret, Wild Hunter, Zorak Zoran, Bloody Tusk (OK not strictly human),
