This does tend to lend itself to the suggestion that the 'static' LBQ might be copying Harmast's quest, not Orlanth's...

Not that I believe this myself, but it is a thought. I'm of the definate opinion that there are levels of Heroquesting. The farmer ploughing his field is heroquesting (Barntar Ploughs the Field) but at such a low level it isn't really recognisable as such (but does include all the ritual elements.)

I'd reckon in general there are at least three levels (generalising hugely...) The one we do every day, the one we do every holy day, and the one we do at great risk for great benefit.
