After fairly brief play of an initiate I would regard it as a feature, Initiates simply have less reason to concentrate on their magical abilities and are less likely to do so than devotees. Devotees on the other hand can and should concentrate more effort on that to which they are devoted - including affinities.

At serious levels (i.e. not near your starting 17) an initiate can still reliably produce feats and these are often impossible to reproduce by mundane means. So then its just a character/roleplay choice, do you want your character to be really good at normal stuff or mediocre at exceptional stuff.
