To be fair to though, in gaming (as in legislation) making policy from exceptional cases is usually ill advised. There are many ways to handle in-born Orlanthi flying depending on how it is seen as sourced. Remember that the Vanganth feats are the ability to carry yourself on on your own breath, so a 'natural flyer' might discover this feat for themselves, or perhaps, have a personal wind that carries them. I particulary like the latter as it matches a number of sources. I don't think talents are required to explain this.

HQ did try to simplify by being about the regular cases, and I think is the better for it.
