Not necessarily, not if the hero has a large number of AP. A 1x AP loss could inflict a really nasty wound but would not necessarily make a significant difference to an extended contest, relying on a higher loss/transfer than this would be depending on a serious chunk of luck unless the villain has HP to burn.

This can also happen when the villian has a decent chance of winning on an attack but not by enough to win the contest - yet little or no defence against the hero's attack and has insufficient AP left to survive another loss. This might be where the hero has cleverly found an opponents weakness or just has a magical attack against which the villain has no magical defence.
