Is your foe passive? If he is, then you get the 14 resistance. If not, then some other resistance (Sword and shield fighting, Dodge, "Thick neck" feat, whatever). I, personally, very much doubt that a target in combat will be passive when you power up your Decapitate Foe. A headsman, on the other hand...
