There's a rule, there's a number of suggested fiddles to make it fit in with known Gloranthan reality. This is one. Ignoring the rule and carrying on as before is another.

Personally I take it as a "can't cross the same river twice" sort of rule. You can attempt the same HQ as often as you like (we've all played KoDP, haven't we?) But it won't be the same twice. Basic outline, yes, but there will always be variations. Don't get cocky just because this is your fifth run through Aroka. Expect the unexpected.
