I really liked these ideas. A couple of comments:

  1. These same suggestions apply to players coming in late to a campaign. Your newbie character is probably going to always be behind the more senior ones in ability ratings. However, some of these suggestions (variable augment attempts, AP loans) still allow the character to take some risks that make a difference, rather than just being "yet another augment" to the senior characters.
  2. Narrators might want to think about whether they want to encourage these tactics in their game, and how. For example, it's possible for a narrator to involve a less-capable character in a contest simply by contriving an opponent "of his own size" for the character to "pick on".

Similarly, narrators who like some of the suggestions might encourage players taking some of the riskier options, such as variable augments and AP loans, to describe what their characters are doing, just as they would expect them to describe their bids in an extended contest. This could make the resulting story more entertaining.
