I think there are 2 slightly different cases to consider here. One is where an individula who is an intitate of one god wants the blessing of another god in the pantheon for a specific, planned activity - so, for example, before we go on a cattle raid, the whole of the raiding party sacrifices to Finovan the Raider. This is "Normal" worship, and the blessing should be based, as Olli suggests, on your "Worship [Pantheon]". It's not likely to be very high, but it should be fairly certain - If you want a higher bonus you should specifically worship the god in question. (It would seem a little unfair to our Finovan Initiate if his colleagues could get as good a bonus as he does for a fraction of the effort). Blessings of this kind are (almost exclusively) a general augment to the appropriate activity. They will also be fairly common where most people worship a "specialist" god, but need "generalist" skills in their lives (The farmers will sacrifice to the fighting gods when the fyrd is called, and the warband to the farming gods when they are called on to assist in the harvest).

The second case is the "dire emergency" where we offer a hurried prayer and promise of a future sacrifice to a deity in our pantheon for their aid in a pressing problem. Your brother has been cut down by a bandit, and is fading fast. You pray to Chalana Arroy for aid, promissing a years service to her nearby temple if she helps you save him as you try to bind his wounds. These situations should be rarer, and probably less certain (again, why would anyone worship these specialists normally if you could guarantee a response in an emergency) but when they *are* answered, the results may (need to be) more dramatic. I guess you'd augment the blessing, or the chance of getting the blessing, with the nature and value of the sacrifice offered in some way, with the consequences of failing to deliver being equally dramatic!
