He's using fire magic to create the blade (augment for edge at base ^0) and then use the cc to actually wield the blade. If you use your fire magic to augment an existing sword that already has an ^3, you're adding maybe a +2, +4 if you're lucky. Without an existing sword, the starting edge is 0 so you end up with an ^2, ^4 if you're lucky.
