Simple answer - others will have more detailed and elegant solutions...

Magic earned on HeroQuest and not given to a wyter or guardian is magic that is channeled from the appropriate Otherworld by the Hero alone.
It is the hero's. They did it themselves. They maintain it. And if they are mighty, they are worshipped by others and they can pass it along.

The Four Weapons are a perfect example of this and the stand-alone feats that result are the prize for these minor heroquests (you can go on a big-game hunting verison too, I think).

Note- the Lightbringer's Quest is always done for someone else, usually your people as a whole... and the stuff picked up along the way is incidental.
