I'm with Jeff on this. I think they are required to defeat the 'Last Orlanthi' as part of their inscrutable plan to destroy Orlanth and usurp the middle air. The fiends!

They didn't have much luck with the Crimson Bat or the Bombadiers so why bother with soldiers. I have always wondered what Jar-Eel was up to during all this?
