You could have a situation where all the regimental commanders in Boldhome (or wherever) have been replaced by officers who've never been outside the Heartlands. Bit of a stretch but possible. But you would still have to spend a lot of time going through what those officers know of the Lunar army and the politics which got them appointed. Then you'd have to cover what they got told by the officers who actually knew the place. All before the game could properly start. Remember at that level dealing with the barbarians comes way down the list - to get promoted you worry about what's happening in the Ordenviru not whether the local barbarians understand coinage.
