Since one of the Pcs in my new campaign is a lunar pristess prosyletising in Karse (not Sartar, but I'm sure the modus operandi will be similar) I am about to find out.

The first thing the group did was establish a poor house for orphans run by two Teelo Norri nuns. Charitable works are always a good starting point. Teaching the sons of wealthy families to read and write wouldn't hurt.

The lunar missionaries are unique inthat they preach peace and universtal tolerance on the one hand, yet do not withdraw from tackling the world's problems head on. I imagine they follow very much the same line as early christian missionaries in pagan northern europe. They probably see themselves not as agents of the empire, but agents of civilisation. As such they have probably been active in Sartar and even further abroad already for generations.

I wouldn't be surprised if there have been lunar missionaries visiting the Black Oaks for 50 or 100 years. In fact, we know from the clan generation system that lunar missionaries visited long before the army.
