It's a rules-based argument (the kind I tend towards--I have to work to keep myself from slipping into Godlearnerish ways), based on the DI rules in Lords of Terror.

Unlike most entities which accept worship, the Chaos entities have a pretty wide range of DI results. Some grant DI like the gods do, like Malia. Thed would if she weren't stranded on the Spirit Plane. Krarsht sends servants (or bits of herself, depending on your perspective) to help, while Cacodemon appears "in person." Primal Chaos offers nothing, nor do Krjalk or Pocharngo.

Extending from that and from Greg's response, I wonder if these rules don't reflect the range of connections or relationships to the world which the various Chaos entities maintain or possessed formerly. LoT suggests that explicitly in the Bagog write-up.

Perhaps, then, Chaos entities with "normal" DI, like Malia, qualified as gods first before acquiring a Chaos taint. Those with partial DI were at least somewhat "of the world" (perhaps Krarsht is what she eats, on some level?): certainly a piece of the Devil would qualify given his parentage. Those with no DI remain solidly Outside the world.
