Jursteli name

I have a couple silly pieces of writing. They are reports from a 2nd age Jursteli scholar who travels through Prax and the Wastes. He is of a materialistic bent, so is always finding "natural" causes where none exist. Today, for example, I uncovered his explanation of the Bull Winds.  

I need a name for him, what organization might be sponsoring his expedition, whatever title he might use, and some idea of who he might address his report to. He's an obscure figure, not some one who would have shown up in anything published so far. I know nothing about Jrusteli or the God Learners. Can someone help me out with a suggestion?
