Not bad, thoug to me it's important that evil =/= chaos. Keeping souls and spirits away from the cycle to use their magic can be morally questionable, but I don't think that is chaotic as such. Glorantha would be a much less interesting world if everything nasty always lead to chaos.
Heck, the Vadeli are about as nasty as one gets, but they aren't chaotic.
