If I recall, Sartar's bloodline has the potential of wielding some of Sartar's special rulership magic - or perhaps more precisely, the leader of Sartar's bloodline has the potential of calling upon Sartar's wyter to aid them in a variety of ways. The Flame is the manifestation of that wyter.
