Thank you Greg, that was very helpful.

I'm going to sleep on this, think about it a bit more and then write up possible follow-up questions tomorrow.

Basically it sounds like it's quite possible for a Issaries devotee to have access to such things like Orlanth's "Leaping shield" and Chalana Arroy's "staunch bleeding". Talking with the player I should be able to work out what arrangements he had done to obtain the magic (we have actually played out the character's youth in solo games quite a bit).
