Well it "sort of did" in that the spell contents of a stone were set, and did not "vanish", it was just the ability to use the magic that was limited - and in HW there is no limit to the number of times a fear can be attempted

What it drags in, if this is the case, based on the difficulty of keeping a piece of Blank Truestone if one had Runespells. Alternatively "Blank" Truestone might be like those "fill in the abilities as you go along" characters. It's not truly "Blank" it's just that neither the Players, the Characters or the GM know whats in the stone until it becomes important to the plot....
