I do think there would be a general North to South thing, just for travel convenience. You may be right about avoiding it being TOO rigid. I could still see a progression of ritual that runs seasonally. So you know he's going to be in say.. Jansholm on a given holy day, but the weeks between that and the next fixed point involve him travelling in response to political and logistic situations?
I had forgotten the Whitewall is an official rebellion site. But maybe that just makes it more important that he go there?
I think Durengard makes sense as a possible centre then.
