Urbs is city so looking at the map of Lendarshic Pelanda (Entekosiad p88), there are three possible candidates: Uthenos, Hariij where the Hungry Ones live and Balovius. I exclude Balovius because it is not listed among the FIve Peoples that Lendarsh found in Pelanda (Ent. p87) and the only reason for its appearance on the map seems to be that Lendarsh set the Law Rock there later on.

Supposedly an Elvish War against the Horselords on behalf of the World Council. Also seen here:

But it looks more like an Elvish Conquest for their own purposes that the Elves said "For the World Council" when anybody asked them about it. The Forests are gone in less than a century for Erraibdavu conquers Pelanda and they don't pose any resistance. They reappear on and off again in the centuries after Nysalor's death.
