The most relevant source would be the parts of the Entekosiad which deal with the early Lunar heroine Valare Addi (whose worship is listed as being in ILH-2). And yes, her journey is itself reenacted as a HeroQuest (The Path of Addi).

But I think the simplest answer is that it is possible to HeroQuest in the footsteps of a Hero as well as a God. Some of it is performing HeroQuests in the role a Hero who was following yet another HeroQuest - or especially in the case of Lunars an experimental HeroQuest (as Valare Addi did).

THere may be more - it is possible that legends become myths and enter the Hero Plane or even the God Plane (I think it likely but I have seen no definite source).
