Remember they are dropping these from the clouds. Ever looked down
from a plane as it was entering the clouds? Even on a low cloud deck
day, you are talking cars looking like ants, people not visible at
all. Given how hard it is to determine when you are *exactly* over
any given point, and that you can't see where your rocks or darts hit
(you'll lose site of them WAY before they hit the ground), and that
from that height even a slight breeze will cause a lot of
drift.....sure, you now have an area weapon, but still can't target a
given area effectively, or know if you hit it. Certainly not
something you'd want to use in battle, as it would be pretty random
who you'd hit. Possibly leading up to battle, if the other side has
conveniently set up a camp, you could at least make their life
miserable.
Exception granted of course for player characters and other clever
types who use combinations of worshippers to have Helerings provide
the bombing, Rigsdal worshipper the siting, and Orlanthi (or any
other wind spirit/daimone/essence controller) the aiming.
