There's nothing in KOS to suggest that Orlanth cursed Ragnaglar to become the father of broos. Indeed page 78 says "Finally Humakt killed them," (them being Thed, Mallia and Ragnaglar). So for someone who is not kin to kill a rapist is mythically correct.
